1. Government: Uphold Siegelman, Scrushy
convictions
By Bob Johnson of the Associated Press

Prosecutors have asked a federal appeals court to uphold the bribery
convictions of former Alabama Gov. Don Siegelman and former
HealthSouth CEO Richard Scrushy, saying testimony from key
members of their inner circles confirmed they commited the crime.

The government's 170-page brief, filed with the 11th U.S. Circuit
Court of Appeals and made public Monday, disputes item by item the
arguments filed earlier by attorneys for Siegelman and Scrushy,
including whether there was an explicit quid pro quo to support the
bribery convictions.

Prosecutors also said the appellate court should deny the defendants
request for a new trial because of alleged misconduct by jurors.
Siegelman and Scrushy claim that jurors communicated among
themselves by e-mail in violation of the judge's instructions, but
prosecutors said those allegations were thoroughly investigated and
should not be a reason to grant a new trial.

4.The Goodling Report: How Aides Took
Control of DOJ Hiring
by Joe Palazzolo of Legal Times

....Monica Goodling knew how to work the system.

In January 2006, just three months after coming aboard Attorney
General Gonzales’ staff as counsel, Goodling started rewriting the
rules on the way DOJ lawyers were hired.

First, she went to the Justice Management Division and ordered the
office to strip hiring authority from the deputy attorney general.

When the division questioned whether the idea would put too much of
a burden on the attorney general, Goodling volunteered a simple
solution: craft an internal order allowing the attorney general to
delegate the authority to his White House liaison and chief of staff.

Weeks later, Goodling became the White House liaison.
